In 1950, Jane Miller Flipping established and directed the first integrated nursery school in Atlantic County, located in Atlantic City. The house she used is still standing at 120 Atlantic Ave. She joined the Atlantic City school system and became the first Black school teacher at Richmond Ave School during a time of racial discrimination, teaching for several years. Leaving the AC Board of Education, she then worked with the local Community Action Agency in 1962 to bring Head Start programs to the city, serving in that agency for about 15 years before joining the committee to introduce gaming in the area. Mrs. Flipping became part of that gaming committee, working at the Claridge Casino Hotel as assistant to the president for community affairs and equal employment, retired from the Claridge in 1994. She served as the first Executive Director of the New Boys and Girls Club building in Atlantic City. Furthermore, she founded a consulting firm, MENTOR Associates, and has been a longstanding advocate for children since her formative years in high school and college, dedicating her efforts to service and volunteering with various community organizations.
